Event organizer money in Ukraine 2026: one calculation — 100 tickets at UAH 300, from payment to take-home
Updated: · Alex Ryk, founder of AnyEventTool
Short answer
From 100 tickets at UAH 300 (UAH 30,000 paid with Ukrainian cards, one event a month), an organizer in Ukraine keeps before tax: UAH 29,430 with AnyEventTool and plata by mono (1.3% acquiring and UAH 180 a month for the check by mono cash register, 0% to the platform); UAH 28,200 with Eventmate (6% of sales, acquiring included); UAH 26,853 with 2event (6.99% plus 3.5% payment-system fee if the organizer pays it); UAH 26,557.51 with RegToEVENT and WayForPay (2.9% plus EUR 0.39 per ticket plus WayForPay's 2%). FOP (sole proprietor) taxes come on top and are the same on every platform: group 3 pays 5% single tax and 1% military levy on everything buyers paid, plus the minimum social contribution (ESV) of UAH 1,902.34 a month, leaving UAH 25,727.66 with AET. Group 2 at the maximum rate pays UAH 1,729.40 single tax, UAH 864.70 military levy and UAH 1,902.34 ESV a month regardless of sales, leaving UAH 24,933.56; it becomes cheaper above roughly UAH 43,235 a month. Payment services: plata by mono and LiqPay take 1.3% on Ukrainian cards, WayForPay 2%; all three take 2% on foreign cards. A PRRO (software cash register) is needed for card payments in most cases; only FOP group 1 is exempt, and group 1 cannot organize events. Rates checked on 26 October 2026; this is not tax advice.
Key facts
- Disclosure: this calculation was prepared by the AnyEventTool (AET) team — one of the platforms in the tables. Other services' rates come from their own pages on 26 October 2026, tax rules from the Tax Code, the Law on cash registers and State Tax Service (DPS) explanations; National Bank of Ukraine rate on 26.10.2026: UAH 50.5766 per euro, UAH 45.2021 per dollar.
- Scenario 100 × UAH 300, before tax: AET + plata by mono UAH 29,430; Eventmate UAH 28,200; 2event UAH 26,853; RegToEVENT + WayForPay UAH 26,557.51. The gap between first and last is UAH 2,872.49 — almost 10 tickets.
- Scenario 500 × UAH 800 (UAH 400,000), before tax: AET + plata by mono UAH 394,620; Eventmate UAH 376,000; RegToEVENT + WayForPay UAH 370,537.56; 2event UAH 370,040 (if such an event runs every month, rate 3.99%).
- Card acquiring on Ukrainian cards: plata by mono 1.3%, LiqPay 1.3% (standard plan), WayForPay 2%; foreign cards 2% on all three. The check by mono register costs UAH 180 a month; WayForPay's PRRO costs nothing extra; LiqPay's PRRO is free with a PrivatBank account.
- FOP taxes in 2026: group 3 — 5% of income + 1% military levy; group 2 — single tax up to UAH 1,729.40 and military levy UAH 864.70 a month; ESV for both at least UAH 1,902.34 a month. Annual income limits: UAH 7,211,598 (group 2) and UAH 10,091,049 (group 3).
- For card payments, FOP income is the full amount the buyer paid, including the bank's fee (DPS explanation, 2026). Tax is calculated on UAH 30,000, not on UAH 29,610 after acquiring.
- Events can be organized by FOP groups 2 and 3; group 1 cannot. Organizers of touring events cannot use the simplified single tax of groups 1–3.
- This is not legal or tax advice. Whether you need a PRRO and which group to choose is for an accountant to decide with your contracts in front of them.
| # | Tool | Best for | Pricing |
|---|---|---|---|
| 1 | AnyEventTool (AET) + plata by mono | Organizers with a FOP or company and a monobank account who want the money in their own account the next day | 0% to the platform; plata by mono 1.3% (foreign cards 2%); check by mono register UAH 180/month; Free up to 3 events a month, Pro $29/month |
| 2 | Eventmate | Organizers who want one rate with no separate acquiring and daily payouts | 6% of sales, acquiring bank fee included; free events UAH 0 |
| 3 | RegToEVENT + WayForPay | Large events (1,000+ tickets), promo codes, CRM, badges | Small events: 2.9% + EUR 0.39 per ticket; large (from 1,000 tickets): 2% + EUR 0.37; plus WayForPay 2%; free events up to 100 participants 0% |
| 4 | 2event | Organizers who want a public listing and a networking app | 6.99% (sales under $5,000 a quarter) down to 2.49% (from $50,000); plus 3.5% payment-system fee — paid by the attendee or the organizer |
| 5 | Ticket agents (Karabas, Kontramarka, Concert.ua, Internet-bilet) | Box offices, cash, someone else's audience | By contract with the agent; buyers pay a service fee, traditionally 5–10% |
The main table: 100 tickets at UAH 300
One event a month, 100 tickets at UAH 300, all bought with Ukrainian cards, the organizer is a FOP (sole proprietor). That is UAH 30,000 paid by buyers. Here is how much each layer takes.
| Setup | Platform | Acquiring | Register (PRRO) | Total cost | Kept before tax |
|---|---|---|---|---|---|
| AnyEventTool + plata by mono | UAH 0 | UAH 390 (1.3%) | UAH 180 | UAH 570 (1.9%) | UAH 29,430 |
| Eventmate | UAH 1,800 (6%) | included | not stated | UAH 1,800 (6%) | UAH 28,200 |
| 2event | UAH 2,097 (6.99%) | UAH 1,050 (3.5%) | not stated | UAH 3,147 (10.5%) | UAH 26,853 |
| RegToEVENT + WayForPay | UAH 2,842.49 (2.9% + EUR 0.39 × 100) | UAH 600 (2%) | UAH 0 | UAH 3,442.49 (11.5%) | UAH 26,557.51 |
Three things the table shows.
On cheap tickets the fixed part outweighs the percentage. RegToEVENT's EUR 0.39 per ticket is UAH 19.72, or 6.6% of a UAH 300 ticket. 2.9% looks lower than Eventmate's 6%, but together with the fixed fee and WayForPay it costs almost twice as much.
Who pays the payment-system fee changes the 2event row by a third. If the 3.5% is passed to the attendee, the organizer pays only UAH 2,097 and keeps UAH 27,903 — but each buyer pays UAH 310.50 instead of 300.
Count the register. Without a PRRO the AET line would be UAH 29,610; UAH 180 a month for check by mono is 0.6% of this event. Free alternatives exist (WayForPay's PRRO, LiqPay's PRRO for a PrivatBank account, the free DPS PRRO with manual receipts), but not with plata by mono.
Next come taxes, which are the same for every setup, and the two other scenarios.
From sales to take-home: what a FOP keeps after tax
FOP tax is calculated not on what you received but on what the buyer paid. The State Tax Service's 2026 explanation says that for card payments income is the full amount, including the bank's fee. So the base is UAH 30,000, not UAH 29,610 after acquiring.
| Item | Group 3 | Group 2 (maximum rate) |
|---|---|---|
| Left after AET + plata by mono and the register | UAH 29,430 | UAH 29,430 |
| Single tax | UAH 1,500 (5% of 30,000) | UAH 1,729.40 (fixed per month) |
| Military levy | UAH 300 (1% of 30,000) | UAH 864.70 (fixed per month) |
| ESV social contribution (minimum, per month) | UAH 1,902.34 | UAH 1,902.34 |
| Take-home | UAH 25,727.66 | UAH 24,933.56 |
How to read it:
- Group 3 pays a percentage of income: the less you sell, the less tax. For one or two small sales a month it is almost always cheaper.
- Group 2 pays a fixed amount every month, even with no events. The single-tax rate is set by the local community — up to 20% of the minimum wage, i.e. up to UAH 1,729.40. If your community set less, group 2 is cheaper than in the table.
- Break-even. At group 2's maximum rate, group 3 is cheaper while sales are below roughly UAH 43,235 a month (group 2's UAH 2,594.10 of single tax and levy divided by group 3's 6%). Above that, group 2 wins.
- ESV is a minimum contribution, the same for both groups, paid every month regardless of events. If you are also employed, the rules may differ — ask an accountant.
- Group 2 may sell services only to individuals and single-tax payers. If tickets are bought by a company on the general tax system, you need group 3.
These taxes are the same on every platform in the table if you are the seller of the ticket. In agent setups (the agent sells the ticket in its own name and pays you the amount after its fee), the tax base is defined by your contract with the agent — ask your accountant whether it is the full sale amount or your remuneration.
Scenario 1: a free event, 100 registrations
No tickets are sold, so no money moves. The only question is whether registration itself is free.
| Service | Cost of a free event for 100 people |
|---|---|
| AnyEventTool | UAH 0: page, registration, QR tickets, check-in; Free plan — up to 3 events a month |
| Eventmate | UAH 0: page, registration and form, notifications and check-in |
| RegToEVENT | 0%: free events up to 100 participants; above 100 — per the public offer |
| 2event | Free self-service package: page, registration, ticket scanner, statistics. But its "Registration" table marks the free plan "under 50 attendees", and the next one is $0.5 per attendee (with page set-up): for 100 people that is up to $50 (≈ UAH 2,260) — confirm with 2event |
There is no tax because there is no income. No PRRO is needed because there are no payments. ESV, if you are a FOP, is still paid every month, but that is not a cost of the event.
One caveat: a "free event" with donations to a card is no longer a free event. Money for participation, even voluntary, is income, and everything below applies to it. Collecting it on a personal card is a bad idea: banks' financial monitoring and P2P transfer limits of UAH 50–100 thousand a month (Minfin, 17.08.2026).
Scenario 3: a large event, 500 tickets at UAH 800
UAH 400,000 in a month from one event. At this scale percentages matter more and fixed costs less.
| Setup | Platform | Acquiring | Register | Total | Kept before tax |
|---|---|---|---|---|---|
| AnyEventTool + plata by mono | UAH 0 | UAH 5,200 (1.3%) | UAH 180 | UAH 5,380 (1.35%) | UAH 394,620 |
| Eventmate | UAH 24,000 (6%) | included | not stated | UAH 24,000 (6%) | UAH 376,000 |
| RegToEVENT + WayForPay | UAH 21,462.44 (2.9% + EUR 0.39 × 500) | UAH 8,000 (2%) | UAH 0 | UAH 29,462.44 (7.4%) | UAH 370,537.56 |
| 2event | UAH 15,960 (3.99%) | UAH 14,000 (3.5%) | not stated | UAH 29,960 (7.5%) | UAH 370,040 |
Notes on the calculation:
- 2event lowers its rate by quarterly volume. If such an event runs every month, the quarter is UAH 1,200,000 ≈ $26,547 — rate 3.99% (from $20,000), as in the table and in our calculator. If it is the only event of the quarter (≈ $8,849), the rate is 5.99%: platform UAH 23,960, kept UAH 362,040. If the attendee pays the 3.5%, the organizer gets UAH 384,040. 2event's page for organizers still says 7%, so confirm the rate in your contract.
- RegToEVENT has a separate plan for large events — from 1,000 generated tickets: 2% + EUR 0.37. 500 tickets is still a "small event". Tickets with seats, slots or a stream have a different rate: 4.5% + EUR 0.3 for a hall up to 1,000 seats.
- AET stays on the Free plan because there is one event a month. Pro ($29, ≈ UAH 1,310.86 at the NBU rate) is needed only for more than three events a month.
Taxes: group 3 — UAH 24,000 (6% of 400,000) plus ESV UAH 1,902.34, so the take-home with AET is UAH 368,717.66. Group 2 at the maximum rate — UAH 4,496.44 a month regardless of sales: UAH 390,123.56. At this turnover group 2 is UAH 21,405.90 better — if all buyers are individuals or single-tax payers and the annual limit of UAH 7,211,598 is not exceeded.
Cheaper or pricier tickets: 100 tickets at UAH 100, 300, 500 and 1,000
The order of platforms depends on the ticket price, because some services charge a fixed fee per ticket and others a percentage. Same event, 100 tickets, one a month, amounts before tax:
| Ticket price | Sales | AET + plata by mono | Eventmate | 2event | RegToEVENT + WayForPay |
|---|---|---|---|---|---|
| UAH 100 | UAH 10,000 | UAH 9,690 (3.1%) | UAH 9,400 (6%) | UAH 8,951 (10.5%) | UAH 7,537.51 (24.6%) |
| UAH 300 | UAH 30,000 | UAH 29,430 (1.9%) | UAH 28,200 (6%) | UAH 26,853 (10.5%) | UAH 26,557.51 (11.5%) |
| UAH 500 | UAH 50,000 | UAH 49,170 (1.7%) | UAH 47,000 (6%) | UAH 44,755 (10.5%) | UAH 45,577.51 (8.8%) |
| UAH 1,000 | UAH 100,000 | UAH 98,520 (1.5%) | UAH 94,000 (6%) | UAH 90,510 (9.5%) | UAH 93,127.51 (6.9%) |
In brackets is the share of sales taken by platform, acquiring and register together. For 2event at UAH 1,000 the 5.99% rate applies, because a monthly event gives ≈ $6,637 a quarter.
Where the order changes:
- RegToEVENT beats Eventmate when a ticket costs more than ≈ UAH 1,793: the fixed UAH 19.72 per ticket stops outweighing the difference in percentages (6% vs 2.9% + 2%).
- RegToEVENT beats 2event when a ticket costs more than ≈ UAH 353 (at 2event's 6.99% with the 3.5% on the organizer).
- Eventmate beats AET + plata by mono only when monthly sales are below ≈ UAH 3,830: then the UAH 180 for the check by mono register outweighs the 4.7-point difference in percentages. If you already have a free register, AET is cheaper from the first ticket.
- Cheap tickets (under UAH 150) are the main trap of fixed fees: EUR 0.39 per ticket is 20% of a UAH 100 ticket.
If your price falls between rows, run your event through the ticket fee calculator — it uses the same formulas for the hryvnia market.
"No platform fee": what it really means
"0% commission" is the most common promise in ticketing ads, and it means different things.
- 0% to the platform, acquiring separate. This is how AnyEventTool works: the platform takes nothing, and the bank takes its percentage for accepting the card (plata by mono — 1.3%). The money goes to your account; you are the seller.
- One rate, acquiring included. Eventmate: 6% of sales, with the bank's fee already inside. Easier to calculate, but more expensive.
- The fee moved to the buyer. 2event lets you pass the 3.5% payment-system fee to the attendee; ticket agents traditionally charge buyers a 5–10% service fee. The organizer sees "0% for me", and the buyer pays more for the ticket.
- Free for free events. Almost every service charges nothing until you sell tickets.
The right question is not "is there a platform fee" but "how many hryvnias out of every 300 reach my account, and how much does the buyer pay on top of the price". The tables above answer exactly that. A wider ranking across 18 cost tables is in the Paid events in Ukraine ranking.
Acquiring: mono, LiqPay or WayForPay
| plata by mono | LiqPay | WayForPay | |
|---|---|---|---|
| Ukrainian cards | 1.3% | 1.3% (standard plan) | 2% |
| Foreign cards | 2% | 2% | 2% |
| Fee on a UAH 300 ticket | UAH 3.90 | UAH 3.90 | UAH 6 |
| Payouts | Next day in one sum | Within a day to a PrivatBank account | Next banking day, not on weekends |
| Account | A mono account is required | PrivatBank (for the free PRRO) | Any bank |
| PRRO | check by mono, UAH 180/month | Free with a PrivatBank account | No extra charge |
| Refunds | From the business dashboard | Returns its fee; by default from future payments | No extra fee |
Break-even: if you have to pay for the register, mono with check by mono (1.3% + UAH 180) is cheaper than WayForPay (2% with a free PRRO) once monthly sales exceed ≈ UAH 25,714. On an event of 100 tickets at UAH 300 (UAH 30,000) mono is already slightly cheaper: UAH 570 vs UAH 600.
AnyEventTool connects only plata by mono; LiqPay and WayForPay do not work in AET. A detailed comparison of the three services is in plata by mono vs LiqPay vs WayForPay.
Do you need a PRRO, and what does it cost
Most often, yes. The Law on cash registers requires a receipt for payment by card, including when the order and payment happen online. The State Tax Service in Kyiv region (June 2025) says it plainly: if a service is paid by card online and delivered in person, a receipt is mandatory; the bank's confirmation is not a receipt.
When a PRRO is not needed:
- FOP group 1 — but it cannot organize events.
- Account-to-account transfer without a card.
- Two disputed exemptions: tickets of entertainment venues and payment for services exclusively through transfer services. Regional tax offices interpret them differently, so without a written position from your accountant it is safer to issue a receipt for every ticket.
The fine for a sale not recorded through a register is 100% of the sale amount the first time and 150% for each subsequent violation. For an event of 100 tickets at UAH 300 that is UAH 30,000 — the entire revenue.
| Register | Price |
|---|---|
| check by mono | UAH 180 a month incl. VAT |
| Checkbox | UAH 249 a month incl. VAT |
| WayForPay PRRO | no extra charge |
| LiqPay PRRO | free with a PrivatBank account |
| DPS PRRO | free, receipts by hand |
For 100 tickets, manual receipts in the free DPS app are an hour of work, not a saving. Exemptions and the tax service's position in detail: PRRO for online ticket sales.
Which FOP group to choose
| Group 2 | Group 3 | |
|---|---|---|
| Who you can sell to | Individuals and single-tax payers | Anyone, including companies on the general system |
| Single tax | Up to UAH 1,729.40 a month (rate set by the community) | 5% of income (3% for VAT payers) |
| Military levy | UAH 864.70 a month | 1% of income |
| ESV | At least UAH 1,902.34 a month | At least UAH 1,902.34 a month |
| 2026 income limit | UAH 7,211,598 | UAH 10,091,049 |
| Employees | Up to 10 | No limit |
Rule of thumb: while events are few and small (up to ≈ UAH 43 thousand of sales a month), group 3 is cheaper because tax follows actual income. When events are regular and large, group 2 wins because the payment is fixed. If companies buy the tickets (corporate conferences, business trainings), you need group 3.
Two limits:
- Group 1 does not fit — event organization is not on its closed list of services.
- Touring events — concerts and performances by artists outside their permanent venues — cannot be organized on the single tax of groups 1–3.
In detail: which FOP group an event organizer should choose.
Foreign cards, refunds and other details that change the total
- Foreign cards. All three payment services take 2% on cards issued abroad. If a third of your buyers are from abroad, plata by mono's average cost on UAH 30,000 rises from UAH 390 to UAH 460.
- Refunds. With AET and RegToEVENT you are the seller: you refund from your own account. plata by mono refunds from the business dashboard; LiqPay also returns its fee; WayForPay charges no extra fee. With agents, refunds go through the agent, and the buyer's service fee is often not returned.
- Payouts. mono — next day in one sum; Eventmate — daily payouts; WayForPay — next banking day; 2event says different things in different sections (from "instantly" to "within 5 days after the event").
- Exchange rate. Fixed parts in euros or dollars (RegToEVENT, AET Pro) move with the rate. We used the NBU rate on 26.10.2026.
- Chargebacks. If you are the seller, disputes with the buyer's bank are yours too. Keep the event description, refund rules and proof that the service was delivered.
Agents, box offices and cash
Ticket agents — Karabas, Kontramarka, Concert.ua, Internet-bilet — work differently from the platforms above: they sell the ticket as an agent and pay the organizer under a contract.
- Organizer fee — by individual contract; we found no public organizer rates on agents' sites.
- Buyers pay a service fee, traditionally 5–10%, which is usually not refunded even on cancellation.
- Pros: box offices and cash (Karabas lists box offices in 41 cities), someone else's audience and listings.
- Cons: the money is not in your account until payout, refunds go through the agent, and each has its own cancellation terms.
For small events with their own audience, agents are usually more expensive for the buyer and slower for the organizer. For large concerts with box offices and offline sales they are often the only option. How agents handled cancellations and refunds in wartime: Paid events in Ukraine during the war.
What if you have no FOP?
Honestly: there is almost no legal way to sell tickets to your own events regularly without a FOP.
- Personal card — financial-monitoring risk and P2P transfer limits of UAH 50–100 thousand a month (Minfin, 17.08.2026). The bank may block the account, and taxes remain your obligation anyway.
- Agent — sells in its own name; you need a contract with the agent, and receiving remuneration without a FOP is still complicated.
- Partner with a FOP — they sell the tickets and you agree on a split; legally it is their income.
- NGO or charitable foundation — a separate regime; whether such an organization can open a business account for plata by mono, check with monobank.
AnyEventTool accepts payment only to the account of a FOP or company at monobank. If you do not plan to open a FOP, free events with registration in AET work without any account.
How to calculate your own event in five minutes
- Sales: number of tickets × price. This is the tax base.
- Platform: percentage × sales + fixed part × number of tickets (if any; convert from euros or dollars at today's rate).
- Acquiring: 1.3% (mono, LiqPay) or 2% (WayForPay, foreign cards) × sales — unless included in the platform rate.
- Register: UAH 180 (check by mono), UAH 249 (Checkbox) or UAH 0 — per month, not per event.
- Taxes: group 3 — 6% of sales; group 2 — a fixed UAH 2,594.10 a month at the maximum rate; plus ESV UAH 1,902.34 a month for both.
- Take-home: sales − platform − acquiring − register − taxes.
Example for 40 tickets at UAH 500 on AET and group 3: 20,000 − 260 (1.3%) − 180 − 1,200 (6%) − 1,902.34 = UAH 16,457.66. If you run several events a month, split the register and ESV between them.
Faster: the ticket fee calculator for the hryvnia market compares Eventmate, 2event, RegToEVENT, Karabas and AnyEventTool on your numbers. An AI assistant connected to AET calculates the same with the aet_fee_calc tool and the market parameter uah.
When AnyEventTool is not the right choice
- You have no FOP or company with a monobank account. AET accepts payment only through plata by mono to the seller's account.
- You need box offices, cash or someone else's audience. AET has no box offices, POS or public listings — that is agents and 2event.
- You need promo codes, a waitlist, reminders. AET has none of these; promo codes exist in RegToEVENT, Eventmate and 2event.
- You want one rate with no separate acquiring and no register. Eventmate is simpler to calculate, though more expensive.
- More than three events a month, and they are small. AET needs Pro ($29, ≈ UAH 1,311); at low turnover Eventmate can be cheaper — thresholds in the cost ranking.
- You need offline ticket checking. Every scan in AET needs an internet connection.

Questions and answers
How much does an organizer in Ukraine keep from 100 tickets at UAH 300?
Before tax: UAH 29,430 with AnyEventTool and plata by mono, UAH 28,200 with Eventmate, UAH 26,853 with 2event, UAH 26,557.51 with RegToEVENT and WayForPay (rates as of 26.10.2026). After FOP group 3 taxes with AET: UAH 25,727.66.
What is the cheapest ticketing platform in Ukraine?
In our calculation for one event — AnyEventTool with plata by mono: 0% to the platform, 1.3% acquiring on Ukrainian cards and UAH 180 a month for the register. With more than three events a month and low turnover, Eventmate (6%, acquiring included) can be cheaper, because AET needs Pro at $29.
Which is better for tickets: mono, LiqPay or WayForPay?
On Ukrainian cards plata by mono and LiqPay are cheaper: 1.3% vs 2% at WayForPay; on foreign cards all three take 2%. mono needs a mono account and the check by mono register at UAH 180 a month; LiqPay gives a free PRRO with a PrivatBank account; WayForPay works with any bank and has a PRRO at no extra charge.
Do I need a PRRO to sell tickets online in Ukraine?
Most often yes: for card payments, including online, the seller must issue a receipt. Only FOP group 1 is exempt, and it cannot organize events. The fine for an unrecorded sale is 100% of the sale the first time and 150% after that. Your accountant makes the final call.
Which FOP group should an event organizer choose?
Group 2 or 3. Group 3 (5% + 1% military levy on income) is cheaper while sales are below ≈ UAH 43,235 a month; group 2 (fixed, up to UAH 2,594.10 a month) wins at high turnover but may sell only to individuals and single-tax payers. ESV is at least UAH 1,902.34 a month for both.
Is tax paid on the amount before or after the bank fee?
On the full amount the buyer paid. The State Tax Service's 2026 explanation says that for card payments a FOP's income includes the bank's fee. For 100 tickets at UAH 300 the base is UAH 30,000, not UAH 29,610.
What does "no platform fee" mean?
Usually one of three things: the platform takes nothing but the bank takes its percentage (AnyEventTool + plata by mono); the rate already includes acquiring (Eventmate, 6%); or the buyer pays a fee on top of the ticket price (2event at the organizer's choice, ticket agents). Count what reaches your account.
Can I sell tickets in Ukraine without a FOP?
Regularly and legally — hardly. A personal card risks financial monitoring and P2P limits of UAH 50–100 thousand a month; an agent or a partner with a FOP sells in their own name. AnyEventTool accepts payment only to a FOP or company account at monobank; free events with registration work without an account.
How much does a free event for 100 people cost?
UAH 0 on AnyEventTool, Eventmate and RegToEVENT (on RegToEVENT up to 100 participants). 2event has a free self-service package, but marks free registration "under 50 attendees", then $0.5 per attendee. There are no taxes and no PRRO, because there are no payments.
