Short answer

AnyEventTool (AET) is cheapest in 16 of our 18 Ukrainian cost tables: 9 typical months, each with and without a paid PRRO (software cash register), checked Oct 1–2, 2026. Eventmate is cheaper in two cases: 4+ small events a month under 16,655–21,953 UAH in sales (at 12,000 UAH: 720 vs 1,008 UAH), and one 3,000 UAH event if only you need a PRRO (by 39 UAH). RegToEVENT gives slightly more money control but costs more in all 18. AET needs a FOP (sole proprietor) or company with a monobank account.

The ranking: what you pay and who holds your money

A week before the concert, a guest asks for a refund. Whether you can do it today depends on where the money sits. So the table answers two questions: how much of each month's sales you give away, and who holds the money until the event happens. It covers the four Ukrainian tools with published rates, including the month where we lose.

The two tables AET loses are the same month: four small events at 12,000 UAH, where Pro's 852 UAH outweighs Eventmate's 6%. RegToEVENT rates higher on money control, since you pick the gateway, but costs more in every table: 7,381 vs 1,350 UAH at 90,000 UAH/month.

The columns. "With PRRO": you pay for an automatic software cash register (180, 249 or 0 UAH; see the next section). "Without": your accountant says you don't need one, or you enter receipts by hand in the State Tax Service's free app. 2event, an agent, is silent on fiscalization, so its columns match. The "without" column doesn't apply to merch: goods sold by card online, as a general rule, need fiscal receipts; check for your FOP group.

The narrow score is ours, not a neutral verdict. It uses 2 of the 6 weighted criteria from the broader ranking below: score = (cost score × 21.9 + control × 12.3) / 34.2 × 100. Cost score = 1 − (share − minimum) / (maximum − minimum), where share is the 9-scenario average share of fees in sales, on the basis least kind to AET: AET always pays 180 UAH for a PRRO, Eventmate never does. Average shares: AET 4.43%, Eventmate 6.00%, RegToEVENT 10.33%, 2event 9.93%. Control is our editorial rating of the terms: RegToEVENT 1.0 (your own processor), AET 0.9 (your account, but only mono, next day), Eventmate 0.6 (the service collects), 2event 0.3 (agent, conflicting payout times). Min-max scaling always gives the cheapest tool 1 and the dearest 0, so we tested it:

AET stays first in all four. Eventmate would overtake only if its control rating sat at least 0.47 above AET's, for example AET 0.13 against Eventmate's 0.6.

2event ranks fourth although it's cheaper than RegToEVENT up to 24,000 UAH/month (6 of 9 scenarios): the money passes through the service under an agency act. RegToEVENT is cheaper from 80,000 UAH/month, and the money goes straight to your account through your own gateway.

How we calculated: formulas, PRRO and exchange rates

You're a FOP (sole proprietor) or TOV (LLC) selling tickets in hryvnia. We count every transaction fee, whoever pays it, plus PRRO and plan; one ticket is one order, Ukrainian cards. Plug in your sales to get your number.

  • Exchange rates (open.er-api.com, Oct 2, 2026): $1 = 44.83 UAH, €1 = 50.78 UAH; €0.39 = 19.80 UAH.
  • AET Pro is billed in USD: 19 × 44.83 = 851.77 ≈ 852 UAH, or 767–937 UAH at ±10% (or your card's rate). Free covers 3 events a month, so the 4-event scenarios (4, 5, 6 and 9) use Pro.
  • Excluded: monobank's "0% for the first 30 days" promo and check by mono's trial period (when connected from the 16th to month-end), both one-offs.
  • PRRO: the cheapest verified option for AET is mono's check by mono (Checkbox tied to mono card processing), 180 UAH per register; standalone Checkbox is 249 UAH incl. VAT.
  • 2event: price-page tiers run from 6.99% (under $2,000 a quarter) to 2.49% (from $50,000), plus a 3.5% payment-system fee; its organizer page says 7%. We use the full tier + 3.5% as if this month ran all quarter; who pays the 3.5% doesn't change the total. Our Oct 1, 2026 overview still says 7% (+ 5% from buyers); our calculator already uses 6.99% + 3.5%; these are updated Oct 2, 2026 figures.
  • RegToEVENT: the formula covers unseated events. Seated events cost 4.5% + €0.30 (up to 1,000 seats) or 5.5% + €0.30, so for a seated hall the gap to AET is wider.
  • Eventmate: no foreign-card rate is published, so it stays at 6%.

Why two PRRO columns. The State Tax Service and a private consultant disagree on whether ticket payments need a PRRO. The State Tax Service's position (summarized on yankiv.com) carries more weight with an inspector than the consultant's opinion on 7eminar, but the final call is your accountant's, so we show both columns. 9 scenarios: full tables with and without a PRRO

Nine typical months, from an evening for 10 guests to a 300-seat concert. All sums are UAH per month, and AET means AET + plata by mono. The table answers one question: who is cheapest in each month, with a paid PRRO and without. Rows are sorted by sales, so scenario 9 comes third.

In 8 of 9 scenarios AET is first in both columns; in scenario 9 Eventmate is first. Four rows need a word:

  • Scenario 1. The 180 UAH PRRO eats 6% of 3,000 UAH, so in the mixed case (you need a PRRO, Eventmate's sales don't) Eventmate is 39 UAH cheaper: 180 vs 219 UAH. With its own 249 UAH Checkbox, Eventmate drops to fourth.
  • Scenario 9. A weekly open mic for 10 guests at 300 UAH. Pro's 852 UAH alone is 7.1% of 12,000 UAH, more than Eventmate's whole 6%, so Eventmate wins in both columns. This is the month where AET loses.
  • Scenario 4. The fourth event means Pro (852 UAH). AET leads by 345 UAH with a PRRO, 276 without, and only 96 in the mixed case, where it's a near-tie.
  • Scenario 5. Mono charges 24,000 × (0.7 × 1.3% + 0.3 × 2%) = 362 UAH instead of 312; the mixed case narrows to 46 UAH.

Over a year that's 3,456 UAH in Eventmate's favor without a PRRO (288 × 12) and 2,628 UAH with one (219 × 12). If the same 40 tickets fit into three events, AET Free costs 156 UAH (336 with a PRRO). In scenario 3 the yearly gap already favors AET: 8,460 UAH without a PRRO (705 × 12) and 9,288 UAH with one (774 × 12). From scenario 6 a pricier ticket makes RegToEVENT's fixed 19.80 UAH matter less, so it overtakes 2event.

Bottom line: AET is first in 16 of 18 tables. Eventmate is first in 2 (scenario 9), second in 15 and fourth in 1. All 18 tables with percentages are in fees-ukraine.csv; try your own event in the ticket fee calculator.

Where Eventmate is cheaper, and one near-tie: the mixed case and break-evens

Your accountant says you need a PRRO. With AET you pay 180 UAH a month for check by mono. Eventmate collects the payments itself, and its site doesn't mention a PRRO. If your accountant says Eventmate's sales don't need your own PRRO, the fair comparison is AET with a PRRO against Eventmate without one. That's an assumption for you to check, not a fact about Eventmate.

Below those Pro thresholds, a month of 4+ small events costs less on Eventmate. Scenario 9 sits inside that region.

Gligle (subscription unpublished) beats AET at 150 × 600 UAH only if the subscription plus any jar top-up fee is under 1,350 UAH a month (or 1,170 UAH if you also need a PRRO with Gligle).

Who holds your money: payouts, refunds and buyer fees

Buyer reviews of Concert.ua from 2024 to 2026 repeat one story: people waited years for refunds and never got the service fee back. The operator's reply: we refund once the organizer approves and sends the money. The anger lands on you; the money sits elsewhere. The closer the money is to you, the faster you refund and the more responsibility you carry. With AET and RegToEVENT you're the merchant: refunds, chargebacks and disputes are yours, and the processor (mono or WayForPay), not AET, may hold funds under its own rules. With Eventmate, buyers pay the service, whose terms are with an Estonian company, and payouts go to your FOP or TOV; its terms (Sep 18, 2024, §14.1) make the organizer solely responsible for taxes and don't mention PRRO, so ask your accountant how to record it. Get 2event's payout time written into the contract. Agents keep the buyer's service fee even on cancellation, and you explain it to guests.

Cancellations and blackouts

Money in your own account lets you refund at once, but the liability is yours: don't spend the whole presale before the event. AET refunds a single ticket from an order; its scanner has no offline mode (every scan needs internet), and 2event's free scanner works offline.

AET takes full marks on fees and tools but scores zero on messenger reminders and offline entry. Those two zeros put it third.

Where the weights come from. The base weights of organizer pains (number of research angles × average severity) are explained in the AET rankings methodology. Specific to this article: the money-control pain (18) feeds two criteria, so it's split in half. Refunds control scores the same for all four, so it's a gate and drops out, and door ops carries the whole refunds pain. The live weights add up to 73.2 and are rescaled to 100: 12.9 ÷ 73.2 × 100 = 17.6.

Filing a blackout at the door under "refunds" is our judgment; readers listed blackouts and door chaos separately, outside their top 10. Drop that criterion and AET is still third: RegToEVENT 73.0, Eventmate 70.2, AET 68.9, 2event 30.7. Scoring fees by rank: RegToEVENT 80.7, Eventmate 77.6, AET 56.8, 2event 44.6. The fee row here uses the three one-event scenarios (15,000, 90,000 and 300,000 UAH), with no Pro plan. We also checked all 9 scenarios: then Eventmate leads (79.7), followed by RegToEVENT 71.9, AET 56.8 and 2event 46.3. AET is third either way; only the leader changes. For AET to rank first, the no-shows criterion (15.2) would have to go entirely, and even then AET and RegToEVENT tie at 66.9.

Which one to choose: decisions by situation

Lots of organizers start with Google Forms, a card number in DMs and a printed list at the door. Which tool takes that work off you depends on your month.

AnyEventTool, if you're a FOP or TOV with a monobank account selling to an audience you already have, with 1–3 events a month or bigger 4-event months. Money arrives the next day, you handle partial refunds, seat maps are on Free (RegToEVENT charges 4.5% + €0.30 for seated events), and you get an event page, registration with approval, QR check-in, a quiz and a merch shop at 0% platform fee. Merch sold by card online, as a general rule, needs fiscal receipts, so the "without PRRO" column doesn't apply to it; check for your FOP group.

Eventmate, if you run 4+ small events a month below about 16,655–21,953 UAH in sales (at 12,000 UAH it's 288 UAH cheaper without a PRRO), or one 3,000 UAH event where only you would need a PRRO (Eventmate is 39 UAH cheaper: 180 vs 219 UAH). Also for Telegram or WhatsApp reminders, and if you have no card processing of your own. Eventmate doesn't publish a foreign-card rate, so ask. The party to Eventmate's terms is Eventmate Events OÜ (Estonia), so ask your accountant how to record it.

RegToEVENT, for built-in fiscal receipts, a Telegram bot, 5 promo-code types, 15+ gateways, an API (free once fees exceed €500) and badges; its Android scanner is €50 per event.

2event, if you want a listing with paid promotion, an attendee app or an offline scanner. Budget for the full tier + 3.5% and get the payout time in writing.

If you don't have a FOP, AET can't accept paid tickets in Ukraine. Plata by mono is for FOPs and legal entities with a mono business account. Whether an NGO or charity (ГО/БФ) can get one, check with monobank: we haven't verified it. Options:

  • Gligle: payments go to your monobank jars (savings jars), fine for individuals and community groups; no sales commission, subscription price unpublished. Risk: financial monitoring and P2P caps of 50–100k UAH a month (Minfin, Aug 17, 2026).
  • An agent or a partner with a FOP: agents sell under contract; ask the agent for contract terms. Buyers pay a fee, traditionally 10% at Karabas and Kontramarka and 5–10% at Internet-bilet, not refunded even on cancellation.

Where AnyEventTool is NOT the best choice

  • No FOP, TOV or monobank account. AET in Ukraine works only with plata by mono. Instead: Gligle (with P2P-limit risk), an agent or a partner with a FOP.
  • Built-in fiscalization. In AET the PRRO is your job (180 UAH/month for check by mono). Instead: RegToEVENT (Checkbox, Vchasno, WayForPay's PRRO).
  • Reminders. AET has manual broadcasts only, no automatic emails, SMS, Telegram or WhatsApp. Instead: Eventmate, RegToEVENT, Concert.ua (push, Viber).
  • Entry without internet. No offline check-in. Instead: 2event.
  • Promo codes and a waitlist. AET has neither. Promo codes: RegToEVENT (5 types), Eventmate, 2event, agents; no Ukrainian tool in our matrix confirms a waitlist.
  • Someone else's audience. AET has no listing. Instead: agents (Karabas claims ~285 cities), 2event's listing.
  • Box offices and cash. AET has no box office or POS. Instead: Karabas (41 cities), Internet-bilet (13 offices in 9 cities), Concert.ua; RegToEVENT takes manual cash orders.
  • Series, API, app. AET has none of these (only a read-only MCP server for AI assistants). Instead: RegToEVENT (API), Eventmate (iOS and Android).
  • A scanner link for volunteers. In AET only the owner or a signed-in co-admin scans. Gligle's scanner opens from a link.
  • Several small events a month. With 4+ events below 16,655–21,953 UAH in sales, Eventmate is cheaper (12,000 UAH: 720 vs 1,008 UAH without a PRRO). One 3,000 UAH event, if only you need a PRRO: Eventmate is 39 UAH cheaper (180 vs 219 UAH).
  • Broad tooling. In the broader ranking RegToEVENT (73.0) and Eventmate (70.2) are ahead of AET (56.8); on raw feature coverage in our international comparison AET doesn't lead either (63 vs 81 for Luma and 71 for RegToEVENT).

Methodology in brief

  • Candidates: Ukrainian tools with published rates that pay out in Ukraine. Gligle and agents are outside the cost ranking (prices unpublished); Stripe- or PayPal-based international tools aren't available to Ukrainian businesses.
  • Metric: every fee, whoever pays, plus PRRO and plan, 9 scenarios with and without a PRRO (18 tables). Narrow score: our editorial control rating, with sensitivity checks. Broader ranking: weights from organizer pains, "?" as ranges, rank-based scoring.

Questions and answers

Which tool is cheapest for paid events in Ukraine?

Across 9 typical months (3,000–300,000 UAH), AnyEventTool is cheapest in 16 of 18 tables: 0% platform fee, plata by mono 1.3%. At 90,000 UAH a month that's 1,350 UAH with a PRRO vs 5,649 (Eventmate), 7,381 (RegToEVENT) and 8,541 (2event). Both exceptions go to Eventmate (see the next question).

When is Eventmate cheaper than AET?

In two cases. With 4+ small events a month AET needs Pro (852 UAH), and Eventmate's 6% is cheaper below 18,123 UAH of sales (16,655 if both of you need a PRRO, 21,953 if only you do). And with one 3,000 UAH event, if you need a PRRO and Eventmate's sales don't: Eventmate is 39 UAH cheaper (180 vs 219 UAH). In that same mixed case at 24,000 UAH a month AET leads by only 96 UAH; in the regular tables the lead is 345 / 276 UAH.

How much does a PRRO cost, and can it be free?

Mono's check by mono is 180 UAH per register per month, Checkbox 249 UAH incl. VAT, WayForPay's PRRO 0 UAH (WayForPay payments only). The State Tax Service's app is free: the money cost is the same as our "without paid PRRO" column, but you enter every receipt by hand.

Does the "without PRRO" column apply to merch?

No. Whether ticket payments need a PRRO is disputed, but goods (merch) sold by card online, as a general rule, need fiscal receipts; check for your FOP group. If you sell merch through AET's shop, plan for a PRRO such as check by mono (180 UAH/month) or the free State Tax app.

When should I switch AET to Pro, and how does the dollar rate matter?

Free covers 3 events a month; from the fourth you need Pro at $19 (852 UAH at 44.83, 767–937 UAH at ±10% FX). Pro beats Eventmate from 18,123 UAH of monthly sales if neither of you needs a PRRO, 16,655 if both do, and 21,953 (20,140–23,765 at ±10% FX) if only you do.

Can I sell tickets through AET without a FOP?

No: plata by mono needs a FOP or legal entity with a monobank business account. Whether an NGO or charity (ГО/БФ) can open one, check with monobank; we haven't verified it. Without a FOP, look at Gligle (monobank jars; mind the 50–100k UAH/month P2P caps and financial monitoring) or an agent or partner with a FOP (buyers pay a fee, usually 10%, not refunded).

How fast can I refund a guest with each tool?

With AET the money is already in your mono account the day after payment, and you refund a whole order or a single ticket yourself. With RegToEVENT you refund too, through your own gateway (WayForPay credits the next banking day); RegToEVENT keeps its own fees. Eventmate's site doesn't describe how it refunds.
